Eagle
Eagle has grown from a small town on the Boise River into a city of about 40,000 people, up roughly a third since 2020 according to COMPASS, the Treasure Valley's regional planning agency. It's also one of the most affluent communities in Idaho. Those households want to eat, shop, work out and see a doctor close to home, which keeps demand high for restaurant, retail, medical and service space.
At the same time, Eagle is careful about growth. In 2026 the City Council moved to lower allowed density citywide, cap most of downtown at two stories, and require that mixed-use projects actually include commercial space. For owners, that means less new supply competing with your building. For tenants and buyers, it means the good space doesn't last long.
Old Town Eagle is the heart of the city: walkable, local, and full of restaurants, wine bars and boutiques. New projects like The Hemingway at 55 E State St are adding restaurants such as Vessel Kitchen and Siren Song's winemaker's loft. Downtown space rarely comes up, and when it does, restaurant and service users compete for it.

Along the Boise River just south of downtown, the Eagle River development is Eagle's office address: professional offices, financial and medical users, and restaurants around the water. It's where KZB is based, and where we placed a tenant at Eagle River III.

South of the river, Eagle Road carries traffic down to Chinden and Meridian. Neighborhood centers like Bridges at Lakemoor are drawing new concepts, including Ghost Sando Shop's first location outside California. It's also where KZB placed local favorite Boise Juice Co. on a 10-year lease.

West Eagle is where the next chapter is being written. The Idaho 16 extension to I-84 is on track to open in 2027, which will put Eagle minutes from the interstate. To the north, Valnova is a 6,000-acre master plan with commercial pads at its Highway 16 entrance and a planned town center. On Highway 16, Goodwood BBQ's owners are building Woodstone at the Flats, a five-acre restaurant, retail and event destination.

What's happening
Costco withdrew its application for a 166,000 SF store at Highway 55 and Hill Road on October 16. The project had been on hold for months while road conditions from ACHD and ITD were worked out, and the site also carries a 120,000 SF cap on retail. Our take: the former quarry site is back in play, and Eagle has made clear it scrutinizes big-box retail closely. KBOI →
ITD says the full Idaho 16 extension, a new four-lane freeway from Highway 44 to I-84 with interchanges at Franklin, Ustick, US-20/26 and Highway 44, is on track to open in 2027. Our take: faster interstate access will make west Eagle far more attractive to retail, medical and office users. ITD →
The City Council moved to lower density citywide, cap downtown buildings at two stories, and require that mixed-use projects include real commercial space. Our take: less new supply supports values for existing commercial owners. BoiseDev →
The owners of Goodwood BBQ won approval in May to bring restaurants, retail and a 200-person event center to the former Flats 16 site. Our take: destination dining is following Eagle's growth west. BoiseDev →
